No. TEFAQ (TEF Québec) is oral-only (Compréhension orale + Expression orale) and is used for Quebec immigration. TEF Canada is the four-skill version used for federal IRCC (Express Entry). Quebec accepts both, but TEFAQ is the lighter, cheaper route if you only need Quebec.
