Dutch for naturalisation — which certificate actually counts
Applying for Dutch citizenship means meeting a language condition. Two routes satisfy it, and the stronger one is worth having anyway.
The routes that count
- NT2 diploma (Programma I or II) — satisfies the language condition, and is recognised for study and professional purposes too.
- Inburgering diploma — satisfies it at the applicable level.
- Z-route certificate alone — does not qualify. Naturalisation needs the A2 exams at minimum.
Why NT2 is worth the extra effort
Both routes clear the same hurdle, but they are not equally useful afterwards. An A2 inburgering diploma is not accepted for hbo entry, university entry or BIG registration. An NT2 diploma is, it does not expire, and Programma II opens doors that no integration certificate does. If you are close to B1 anyway, taking Programma I costs the same per component and leaves you with the better document.
Beyond language
Naturalisation involves conditions beyond language — residence duration, the participation statement and other requirements administered by the IND. This page covers the language element only; confirm the rest with the IND for your circumstances.
